Mr. Vosgueperan Arzoumanian was born in 1924 in Turkey to parents from Yozgat province. While under 40-day old, his parents moved to Beirut. In 1958 he married Shakeh Mahdesian, also from Yozgat province, and they had four children: Lalig, Hourig, Vartkes, and Palig.

He studied at the Institute of Oriental Letters (abbreviated to ILO) of Saint Joseph University and received a degree in Armenian studies and oriental sociology. Afterward, he continued his education and received a degree in Business Law from the faculty of Law and Economics of the same University.

After 2 years of tenure as a teacher at The College of Saint Gregory the Illuminator (the Armenian Jesuits Mission), he worked at the financial department under the French protectorate for a short period.

From 1945 to 1953, Mr. Arzoumanian headed the Faculties of Oriental and Occidental studies as secretary-in-charge at the Sociology Department of Saint Joseph University; between 1953 and 1975, he held office as secretary of administrative affairs at the Law, Economics and Business Management faculty of the same University. In 1975, the University appointed him as general administrator of the Humanities and Social Sciences. Simultaneously, he was a member of the board of directors of the same University. He retired due to his age in 1997. He was awarded the title of Honorary administrator of the University by the board of directors at the University.

Alongside his busy career, Mr. Arzoumanian dedicated his life to prolific Armenian national service starting from 1956.
The Armenian Prelacy of Lebanon appointed him as a member of the Economic Council and multiple times managed the financial affairs of the Armenian national schools under the governance of the Education Council. In addition, he was elected several times as chairman of the Political Council of the Armenian Prelacy.

Since 1963, he has been a member of the General National Assembly of the Holy See of Cilicia of the Lebanon diocese. Since 1965, he has been a member of the Provincial Council of the diocese of Lebanon. He served as elected chairman from 1987 to 1995.

Since 1963, he held the position of an elected member of the National Assembly of the Great House of Cilicia. Subsequently, he was elected as vice-chairman in 2003. For many years, he also held the position of General Auditor of the Catholicosate.

He was chairman of the board of Khatcher Kalousdian Pedagogical Center.

He was chair of the board of trustees of Hamazkayin Armenian Educational and Cultural Society. In addition, for many years, he was a member of the board of trustees to the Lebanese branch of the Howard Karageuzian Juvenile Socio-Medical Center.
On four occasions, Mr. Vosgueperan Arzoumanian was appointed a special envoy by the Catholicosate of the Great House of Cilicia in their visit to the Mother See of Holy Etchmiadzin to discuss the disparities troubling the two Chairs with His Holiness Vazken I Catholicos of All Armenians.

He was appointed as envoy by His Holiness Khoren I Catholicos of the great house of Cilicia. In 1988 he was appointed by His Holiness Karekin I of the Great House of Cilicia. In 1995, he was appointed by His Holiness Aram I Catholicos of the Great House of Cilicia.

In 1985 he participated in the visit to Holy Father John-Paul II and received a commemorative medal from the latter.

Since 1989 he was a member of the Central Commission of the commemoration of the 1700 years of the declaration of Christianity as a state religion in Armenia and late Mr. Khatchig Babikian as secular representatives from the Holy See of Cilicia.

He participated in various international and ecumenical conferences as a secular representative from the Catholicosate of the Great House of Cilicia.

He wrote for Armenian and foreign newspapers and periodicals, especially on national, religious, economic, and social significance themes. He has articles published in newspapers and periodicals such as Aztag, Hasg, Diaspora, Masis, L’Orient-Le Jour, La Revue du Liban, Travaux et jours, and Direct, which is published in France.

In 1974, Mr. Vosgueperan Arzoumanian was awarded the medal of the National Order of the Cedar with the grade of “Knight” by the government of the Republic of Lebanon to honor his services rendered for higher education. In 1997, he was awarded the National Order of the Cedar medal with the highest grade of an “Officer” from the President of the Republic of Lebanon.

In 1996, he received the Medal of Merit by the Rector of Saint Joseph University.

On March 19, 2004, he was awarded the medal “Prince of Cilicia” the highest honor of the Catholicosate of the Great House of Cilicia, by His Holiness Aram I Catholicos of the Great House of Cilicia.
